Biometric-Based Aadhaar Authentication & Document Verification for GST Registration Introduced in Odisha from 28th September 2024

If an Appointment Booking Link is provided after submission of form GST REG 1, the applicant must book an appointment to visit a GST Suvidha Kendra (GSK) for Biometric-Based Aadhaar Authentication and document verification.

As per Advisory No. 525 dated 29th September 2024, a new functionality for Biometric-Based Aadhaar Authentication and Document Verification for GST registration was launched in Odisha on 28th September 2024. This new feature has been introduced to streamline the GST registration process by ensuring a more secure and efficient way to verify applicants.

Key Points to Note During the GST Registration Process:

Amendment to Rule 8 of CGST Rules, 2017:

The rule has been updated to include the option for an applicant to be identified on the common portal using data analysis and risk parameters. This includes Biometric-Based Aadhaar Authentication and capturing a photograph of the applicant.

Verification of the original documents submitted with the application is also required.

Functionality Developed by GSTN:

The functionality for Biometric-Based Aadhaar Authentication and Document Verification has been developed by GSTN (Goods and Services Tax Network) and became operational in Odisha on 28th September 2024.

Document Verification and Appointment Process:

After the submission of Form GST REG-01, the applicant will receive an email with one of two links:

(a) OTP-Based Aadhaar Authentication Link: If this link is provided, the applicant can follow the current process to complete the registration.

(b) Appointment Booking Link: If this link is provided, the applicant must book an appointment to visit a GST Suvidha Kendra (GSK) for Biometric-Based Aadhaar Authentication and document verification.

OTP-Based Aadhaar Authentication:

If the applicant receives the OTP-based link, they can proceed with the registration using the existing authentication process.

Appointment Booking for Biometric Authentication:

If the applicant receives the link for booking an appointment, they must use the provided link to select a suitable time to visit the designated GSK for authentication and verification.

GSK Appointment Feature for Odisha Applicants:

The option to book an appointment at a GST Suvidha Kendra is now available to all GST registration applicants in Odisha.

Appointment Confirmation:

After booking the appointment, the applicant will receive an appointment confirmation email. This email confirms the date and time for the visit to the GSK.

Required Documents for GSK Visit:

At the time of the GSK visit for Biometric-based Aadhar authentication and Document verification, the applicant should bring:

  1. A copy of the appointment confirmation email (either hard or soft copy).
  2. Jurisdiction details as mentioned in the intimation email.
  3. Original Aadhaar Card and PAN Card.
  4. The original documents uploaded with the application as specified in the intimation email.

Biometric Authentication and Document Verification:

The biometric authentication and document verification will be conducted at the GSK for all individuals listed in Form REG-01.

Timely Appointment for Biometric Verification:

Applicants must book and attend the biometric verification appointment within the time period specified in the intimation email. ARNs will only be generated once the biometric authentication and document verification are completed.

GSK Operation Days and Hours:

The operating hours of GSKs will be in accordance with the state administration’s guidelines.
