GSTN Advisory 529: Guidelines for Accurate Entry of RR No./Parcel Way Bill Numbers into the E-Way Bill System

Taxpayers who transport goods via Indian Railways’ Parcel Management System (PMS) must make the accurate entry of the Parcel Way Bill (PWB) number or RR No. into Part-B of the e-way bill on the EWB portal.

Guidelines for Accurate Entry of RR No/PWB No in EWB System:The Parcel Management System (PMS) of Indian Railways is now seamlessly integrated with the E-Way Bill (EWB) system through APIs, facilitating smooth data transfer of RR No./Parcel Way Bill (PWB) numbers between Railways and the EWB portal. This integration is aimed at enhancing traceability and compliance in the transportation of goods via rail. To ensure correct data entry and avoid discrepancies, taxpayers must adhere to the following guidelines:

1. Applicability of RR No./PWB Entry in EWB System

Taxpayers who transport goods via Indian Railways’ Parcel Management System (PMS) must make the accurate entry of the Parcel Way Bill (PWB) number or RR No. into Part-B of the e-way bill on the EWB portal. A standardized format for RR No./PWB entry has been introduced to ensure consistency and accuracy.

2. How to Update Part-B of EWB for Rail Transport

If goods are transported to the railway station using a pre-existing E-Way Bill (EWB), and then further moved under the Parcel Management System (PMS), suppliers must follow these steps:

Once this option is selected, the system will prompt users to enter the relevant RR No./Parcel Way Bill (PWB) number.

3. Format for Entering RR No./PWB Numbers

The Parcel Way Bill number should be entered in the following format: “PXXXRRNo”, where:

Example: For a Railway Receipt number 2020-307306 issued from the station code NZM, the correct format for entry in the EWB system is PNZM2020-307306, where P represents PMS, NZM is the station code, and 2020-307306 is the RR number.

4. RR No. for FOIS or Leased Wagons

For goods transported via the Freight Operations Information System (FOIS) or leased wagons, the process for RR number entry remains the same as in earlier advisories. The RR number should be entered exactly as it appears on the Railway Receipt, without any changes or reformatting.

5. Validation of EWB and RR No./PWB Numbers

After entering the RR No./PWB number into the EWB system, the following validation process occurs:

The EWB system cross-verifies the RR No./PWB number with the data from the Parcel Management System (PMS).

If a mismatch is detected, or if the number is not found in the PMS database, the system will generate an alert. To avoid discrepancies, ensure accurate entry of RR No./PWB numbers.

6. Importance of Accurate Entry

Correct entry of the Parcel Way Bill (PWB) number into the EWB system is essential for tracking and verifying goods transported via Indian Railways. Accurate entries also facilitate the validation process, ensuring smooth operations and avoiding potential delays or compliance issues.

7. Seeking Assistance and Clarifications

If taxpayers face any issues while entering the RR No./PWB numbers, they are advised to raise a support ticket with the GSTN helpdesk, mentioning the RR No./PWB number clearly. This will help resolve any discrepancies promptly.
