In a significant move aimed at supporting the trading community, Delhi Chief Minister Rekha Gupta announced that the Delhi government will soon introduce a one-time Goods and Services Tax (GST) amnesty scheme. The announcement was made during a major conference organised by the Confederation of All India Traders (CAIT) at Bharat Mandapam.
The proposed scheme is expected to provide substantial relief to traders by addressing long-pending GST dues. According to the CM, the amnesty scheme is part of the government’s broader vision to create a more business-friendly environment in the national capital.
Legal Provisions and GST Council Involvement
However, tax experts have noted that the Delhi GST Act does not currently empower the state government to independently launch such a scheme without approval from the Centre.
“Since GST is a dual tax with both Central (CGST) and State (SGST) components, states can offer amnesty only for their share of dues,” explained Rajat Mittal, a leading tax lawyer. “Most tax liabilities also include CGST or IGST components, which require concurrence from the GST Council for waiver or relief. It’s crucial to maintain uniformity and follow the spirit of cooperative federalism.”
Delhi follows in the footsteps of several other states that have introduced similar GST amnesty schemes, with Haryana being the most recent example.
Focus on Industrial Growth and Market Modernisation
Alongside the GST relief, the Delhi government also announced plans to roll out new warehousing and industrial policies. These initiatives aim to attract more investments in the industrial sector and foster entrepreneurship across the city.
The CM also revealed plans to modernise and upgrade Delhi’s prominent markets, promising enhanced infrastructure and improved amenities for traders and customers alike.
Simplifying Business with Single Window Clearance
To further streamline business operations in Delhi, the Chief Minister declared the launch of a Single Window Clearance System. This digital platform will simplify regulatory approvals and provide entrepreneurs with access to multiple government services through a centralised interface.

Rekha Gupta reiterated the government’s trader-friendly approach, stating, “The Delhi administration recognises trade as the backbone of the city’s economy. We are committed to resolving the concerns of traders and implementing policies that support sustainable business growth.”
The event witnessed participation from several high-profile dignitaries, including Union Minister of State Harsh Malhotra, MPs Ramvir Singh Bidhuri, Bansuri Swaraj, Kamaljeet Sehrawat, and Delhi ministers Pravesh Verma and Manjinder Singh Sirsa.
