In a recent update, the Goods and Service Tax Network (GSTN) has rolled out Advisory No. 616, dated December 1, 2023, shedding light on significant enhancements to the GST registration application process. To ensure a smooth registration experience, here are key takeaways to keep in mind:

1. Rule 8 Amendment: The CGST Rules, 2017 (Rule 8) have been amended to allow applicants to be identified on the common portal using advanced Biometric-based Aadhaar Authentication. This involves capturing the applicant’s photograph and verifying the original documents uploaded during the application.

2. GSTN’s Development: The GSTN has developed this functionality, set to launch in Andhra Pradesh on December 4, 2023.

3. Document Verification and Appointment Booking: The updated functionality now includes a document verification and appointment booking process. After submitting the application (Form GST REG-01), applicants will receive either an OTP-based Aadhaar Authentication link or an appointment booking link via email.

4. OTP-based Authentication: If the applicant receives an OTP-based Aadhaar Authentication link, they can proceed with the application following the existing process.

5. Appointment Confirmation: For those receiving an appointment booking link, an appointment must be scheduled to visit a designated GST Suvidha Kendra (GSK) for Biometric-based Aadhaar Authentication and document verification.

6. Required Details for GSK Visit: During the GSK visit, applicants must carry a copy of the appointment confirmation email, details of jurisdiction, Aadhaar number, and the original documents uploaded with the application.

7. Biometric Authentication and Verification: At the GSK, biometric authentication and document verification will be conducted for all individuals listed in the GST application Form REG-01.

8. Appointment Period: Applicants must choose an appointment for biometric verification within the specified timeframe mentioned in the intimation email. Upon completion of the Biometric-based Aadhaar Authentication and document verification, ARNs will be generated.

9. Availability in Andhra Pradesh: Currently, the feature of booking an appointment is available exclusively for applicants in Andhra Pradesh.

10. Operating Hours: GSKs will operate according to the guidelines provided by the state administration.

According to the Advisory, the taxpayers are expected to experience a streamlined GST registration process with the introduction of this Biometric Aadhar Authentication functionality. This improved process is currently accessible to applicants in Andhra Pradesh, with the potential for broader implementation in the future.
